Senior Legal Counsel, Rolling Stock • EO/STS: $166,390 – $226,292 plus Super • Tenure: Full Time Ongoing • Location: Melbourne CBD (current working from home arrangements) About the Team DOT Legal provides legal, legislative, commercial and policy advice and support to the Secretary, the Transport Executive and the Department in the achievement of the transport system vision, objectives and decision-making principles. About the Role The Senior Legal Counsel, Rolling Stock sits within the Commercial Team in DOT Legal. The Senior Legal Counsel, Rolling Stock is responsible for providing, and managing the provision of, authoritative advice on a wide range of complex legal issues, in support of the Department’s rolling stock functions and objectives. The Senior Legal Counsel, Rolling Stock is expected to ensure that DOT Legal delivers outstanding client service and timely, clear and pragmatic legal advice and related services. Key Accountabilities • Provide, and manage the provision of, authoritative advice on a wide range of complex legal issues with a focus on matters relating to the development and delivery of rolling stock and other transport projects. • Proactively establish, maintain and influence strong partnerships and ensure strategic coordination with relevant stakeholders, including rolling stock manufacturers, transport infrastructure entities, financial entities in order to achieve to required legal and commercial project outcomes. • Identify and proactively address potential legal risk to the Department, including legal risk associated with managing a multi-billion dollar project/program and contracts with high levels of public scrutiny and implement effective risk mitigation strategies. • Effectively and efficiently manage external legal advisors, and all legal resources, with a keen eye to scope and cost management to ensure value for money for the Department. Key Selection Criteria • Extensive experience managing and providing specialist and influential legal advice on complex and sensitive legal issues in the transport context, including in relation to rolling stock project delivery. • Demonstrated excellent conceptual, analytical and problem-solving skills with the ability to prepare and manage strategies for complex legal matters and deliver robust and viable solutions. • Exceptional communication skills, both written and oral, with well-developed negotiation skills and ability to cover a broad range of challenging issues, engaging stakeholders across all organisational levels including senior management in a practical and user-friendly fashion. • Extensive experience in legal issues which may be expected to arise in a complex and dynamic transport operating. • Extensive people management experience providing direction, guidance and support and strong leadership skills to establish and foster positive and pro-active team-culture. • Exceptional organisational skills with ability to work within tight and often conflicting deadlines.
